Mansour has a great tutorial - Tutorial: Adding a Full Width Responsive Header Background I
Can a photo (or image) be placed then have copy or pictures on top of the background? Still within responsive framework. Similar to this template I found surfing around

Byron, as long as it's a background image, you can put whatever you want over it. Same as if it were a pattern fill or solid color.

So I could put a background color through a row that goes across the whole page. Then click on the row and place a background color in thee so I can easily find it in the css and replace that color with the image? so that when I place columns with elements over it they will be seen over the image? Would that put a color row across the page and a pic background behind my columns and elements? Sorry confusing myself here.............

That would be an easy way to try it out. Put a background color on the section you want to fill with the image and see how it goes.
