It can, however it would take a lot of modification to the files after export.
What you would need to do is build the base of the newsletter then export the file.
Once done you would need to take all the css and place it in the <head> section of the site and then create the inline styles as well.
It can be done, but the program was not built to do it.
Listen to Eric on that one... MailChimp would be a better fit as it is easy to use.
